2-year investigation yields 18 arrests on guns, drugs

WOONSOCKET — Federal, state and local law-enforcement officials gathered at River Island Park on Wednesday to announce a major bust involving illegal guns and narcotics trafficking in this northern Rhode Island city. The two-year investigation has resulted in the arrest of 18 people and the seizure of 37 weapons including an AK-47 rifle and four guns stolen in local residential burglaries.

And Woonsocket detectives and federal agents from the Bureau of Alcohol, Tobacco, Firearms and Explosives are hoping that the collaboration may lead to the arrest of those involved in two unsolved murders in the city.

In June 2008, Brandon Smith, a 17-year-old dropout from the Beacon Charter School in Woonsocket, was fatally shot in the chest near the side door of a two-story house at 45 Robinson St. Five months later, Robert Jones, 22, was shot to death in his third-floor apartment at 425 Diamond Hill Rd., in Woonsocket.

The Woonsocket police believe that these murders were caused by rivalries between local drug-dealing crews. Said Police Chief Thomas S. Carey: “Both victims were shot, and both appeared to be attempted robberies of the victims.”

The investigation began in 2008 when the police began tracking a Woonsocket-based crew that had committed several home invasions. The probe led to the arrest, indictment and conviction of three men for a home invasion and drug rip-off in Providence. They are: Robert P. Beauparlant Jr., 27, Pedro L. Cuadrado, 22, and Julio Candelario, 31, all of Woonsocket.

In February, all three men were sentenced to lengthy terms in federal prison. Beauparlant got 15 years; Cuadrado got 9 years and 2 months; and Candelario, 8 years.

Those arrests spawned a subsequent investigation into gun suppliers and narcotics dealers operating in several Woonsocket public-housing projects. During the course of the probe, undercover agents bought the 37 firearms, crack cocaine, marijuana, LSD and Ecstasy tablets. The police said that they seized substantial quantities of those drugs.

The most recent arrest came last Friday when ATF agents and the Woonsocket police arrested Robert O. Robinson, 29, of Woonsocket, on narcotics charges. He was on federal probation for a previous conviction for distributing crack cocaine and was ordered held without bail.

Here’s a list of the other 12 arrested and charged with federal crimes:
