While the Commercial Advertisement Loudness Mitigation (CALM) Act was signed into law in December, it will be at least another year - possibly two - before it takes effect.

Under the law, the Federal Communications Commission has until Dec. 15 to establish the rules that TV stations, cable operators, satellite TV providers or other multichannel video program distributors must follow regarding the loudness of digital programming.

The rules go into effect one year after they are adopted by the FCC. The commission also may grant one-year waivers to any broadcaster "that shows financial hardship in obtaining the equipment to comply with the new law" and "has authority to renew the waiver for one additional year," the FCC website says

The law "prevents television advertisements from playing at a volume noticeably higher than the programs during which they air," states the website of Rep. Anna G. Eshoo, the Palo Alto Democrat who sponsored the bill.
