"Gold prices have gone through the ceiling," said Sgt. Joe Ramirez of the Nampa Police Department.

Under the ordinance, anyone wanting to deal in precious metals will have to register as a business, get background checks and wait at least five days before re-selling. The idea is to give police a chance to find anything that may have been stolen.

"Most dealers buy the jewelry and gold for the weight of the gold. They melt it down and then it's gone. Some of our criminals have figured out that jewelry can be taken into, now these gold dealers that you see all around town, and sell them," said Ramirez.

Peterson's business is a pawn shop and they have to play by different rules than those who just deal in the precious metals. Pawn brokers have to wait at least 14 days before they can sell anything, putting them at a disadvantage. Especially with the volatility in the gold and silver markets.

"They can move it five days earlier or 10 days earlier that we can. I'm hoping the city will go back and make it fair for both the pawn brokers and the gold and silver dealers," said Peterson.

The new ordinance will also require gold and silver dealers to get a picture ID from people bringing precious metals in to sell.
